Which jurisdiction writes the rules?

Seven incorporated cities govern their own parcels. Carmel Valley, Big Sur, Carmel Highlands and Del Monte Forest are unincorporated, so the county ordinance applies.

Is the structure eligible at all?

In unincorporated county only detached single-family homes qualify, manufactured homes on permanent foundations included. ADUs, JADUs, duplexes and condominiums do not.

Will someone be on site during the stay?

Yes places you in Homestay, uncapped in eligible zones. No places you in an unhosted category, capped or barred nearly everywhere on the Peninsula.

How many unhosted bookings a year?

Three or fewer is a Limited Vacation Rental, with no ceiling on licences. More than three is a Commercial Vacation Rental, capped near four per cent of housing stock.

Is that category capped or barred here?

Check the ceiling before you pay. An application fee buys consideration, not a permit, and it is seldom refundable.

Do private CC&Rs override all of it?

A public permit does not defeat a recorded covenant. This is the live conflict in Del Monte Forest and it reaches any HOA-governed parcel.
